The Holy Spirit is the power of God, it is given in two stages: firstly we receive the earnest of the Spirit, usually at baptism.

2Co 5:5  Now He who has prepared us for this very thing is God, who also has given us the Spirit as a guarantee.

Then when we believe and accept the new knowledge of the truth, which is knowledge of eternal life, then God will give us the Holy Spirit of power or truth. The time when we receive it is entirely up to God.

The Holy Spirit of power or truth is first with us, and then is in us as John 14 v 17 states. God is exceptionally careful to whom He gives the Spirit of power, because when we have it we have eternal life inherent.

Joh 14:16  And I will pray the Father, and He will give you another Helper, that He may abide with you forever

Joh 14:17  the Spirit of truth, whom the world cannot receive, because it neither sees Him nor knows Him; but you know Him, for He dwells with you and will be in you.

Joh 15:26  “But when the Helper comes, whom I shall send to you from the Father, the Spirit of truth who proceeds from the Father, He will testify of Me.
